Reno can no longer issue new billboard permits after final ‘banked’ permit expires

RENO, Nev. (News 4 & Fox 11) — The city of Reno can no longer issue permits for new billboard construction after the final “banked” permit expired in December 2025, ending a process that allowed new billboards to be built decades after voters approved a ban.

Voters passed a ballot initiative in 2000 prohibiting new billboard construction and new permits within city limits. Despite that vote, the Reno City Council later allowed billboard companies to replace removed signs or bank permits for future use, creating a system that permitted new construction without increasing the total number of billboards.

There were 67 banked permits, all with expiration dates if they were not used. The last permit expired at the end of last year…
