SPARKS, Nev. (News 4 & Fox 11) — The Sparks City Council voted on Monday afternoon to give city manager Dion Louthan a 4% pay increase and $10,000 in total bonuses, with members praising his efforts to weather the city’s budget challenges.
The vote came during Louthan’s annual performance evaluation, in which he received positive reviews for improving the culture and atmosphere at city hall.
