RICHMOND, Va. (WWBT) – A retired Richmond couple says they are now out nearly $1,900 because of an unusually high water bill.
The Montgomery’s did not notice the amount until it was too late, because they keep their account on auto-pay.
Three months later, they have yet to see a refund…
