RICHMOND, Va. (WWBT) – Richmond’s Urban Design Committee on Thursday approved moving forward a plan to install removable bollards at five intersections in Shockoe Bottom on weekend nights between 9 p.m. and 4 a.m.
The plan calls for eight bollards per intersection.
