Man previously accused of mass shooting plot in Richmond faces sentencing for firearm charge

RICHMOND, Va. (WRIC) — A man who was previously accused of plotting a mass shooting on Independence Day of 2022 will be sentenced in federal court for a firearm charge.

A federal grand jury indicted Julio Cesar Alvarado Dubon on the charge of possessing a firearm while in the country illegally, according to court records.

Dubon had initially pleaded not guilty to the charge in August 2022 but entered into a plea agreement in October 2022.

According to court documents, police encountered Dubon in the 3000 block of Columbia Street on July 1, 2022, while investigating the tip of a mass shooting plot. Officers reportedly identified themselves and asked permission to enter the residence.

Dubon allowed officers to enter the residence where a handgun magazine, one round of rifle ammunition and additional firearms were found, according to court documents. Officers then performed a lawful protective sweep and ensured there were no other individuals in the home.

Days later, former Richmond Police Chief Gerald Smith said authorities seized two AR-15 assault rifles, one handgun and more than 200 rounds of ammunition. Officials confirmed the firearms had traveled across state or foreign lines.
