The history of Richmond’s nearly 30-year-old Flood Wall

RICHMOND, Va. (WWBT)-The James River made Richmond prone to historic flooding before constructing the flood wall. One of the more memorable floods was in 1972. The remnants of Hurricane Agnes dumped 7 to 10 inches of rain on the mountains, causing the James River to crest at 26 feet.
