RICHMOND, Va. (WWBT) – A parent has been charged with felony child neglect after a 2-year-old was shot in Richmond earlier this month.
At a crime briefing on Thursday, Richmond Police Chief Rick Edwards said Ketrell Jackson, 21, was charged in the April 1 shooting in the 1900 block of West Main Street.
