RICHMOND, Va. (WWBT) – According to the Richmond Times-Dispatch, the head of Richmond Redevelopment and Housing Authority admitted to hiring a firm to pay residents of Gilpin Court to attend a meeting.
It was in support of the June 9 city council meeting.
