Distracted driving law yields more citations, but families impacted still suffer

LYNCHBURG, Va. (WSET) — Sam Allebaugh vividly remembers the day he crashed his dump truck into a car while texting, killing the woman driving.

That was February 13, 2019, in Chesterfield County.

“It just happened in a split second,” said Allebaugh. As he drove, he was texting his girlfriend about Valentine’s Day plans. Then he crashed head-on into Karen Giles, an EMT, killing her instantly.
