RICHMOND, Va. (WWBT) – A Richmond woman visiting Puerto Vallarta, Mexico, says the beach town is beginning to calm down after a wave of cartel violence that prompted the U.S. State Department to tell Americans in the area to shelter in place.
Billie Evans, who has traveled to Puerto Vallarta every winter for about two months over the past nine years, said this is the first time she has witnessed violence during her visits.
On Sunday morning, people in several parts of Mexico woke up to burning cars and barricaded roads.
