‘Thunderously loud’: Richmond man arrested after reckless driving incident draws large crowd to the West End

RICHMOND, Va. (WWBT) – Richmond Police arrested and charged a 20-year-old with reckless driving and a tint violation following a large gathering in the city’s West End early Sunday morning.

Residents and business owners near the intersection of Libbie and Patterson avenues said a crowd of at least 100 people gathered around 3 a.m., playing loud music, squealing tires and doing donuts in the roadway.
