HARP Program Marks 10 Years of Recovery and Hope in Virginia

The Virginia Sheriffs’ Association joined community and justice leaders to celebrate 10 years of the Helping Addicts Recover Progressively (HARP) program. Founded in 2016 by Chesterfield County Sheriff Karl Leonard, HARP helps people in Virginia’s jails recover from addiction through a structured, peer-driven model.

Over the past decade, the program has reached more than 4,000 participants, leading to lower rates of reoffending and stronger community reintegration.
