Emerson Companies and Philip Roper announced the grand opening of The River Apartments, a new 201-unit luxury apartment community located in Chester, Virginia.
The ribbon-cutting event, held on Monday, May 11, featured local dignitaries including County Administrator Joe Casey and Board of Supervisors members Jim Ingle (Bermuda District) and Mark Miller (Midlothian District).
