ROANOKE, Va. (WDBJ) – Thousands of kids are put into Virginia’s foster care system every year. When they turn 18, they age out of the system, often with little to no support.
At just 18, Nevaeh Pagans is living independently—with a place she can finally call her own. She entered foster care at 14, moving between foster families and group homes. But after aging out of the system, through the Independent Living Program, she was handed something rare: stability.
