FRANKLIN COUNTY, Va. (WDBJ) – With Virginia lawmakers ending the 2025 General Assembly session March 14 without an agreement on a state budget, local governments across the Commonwealth are crafting their own spending plans without knowing how much money will ultimately come from Richmond.
That uncertainty is landing in school budget discussions as boards try to balance staffing, pay and capital needs.
