ROCHESTER, N.Y. (WROC) – The City of Rochester ordered a road closure along Elm Street downtown due to dangerous conditions near a derelict building. According to the city engineer, loose materials on the exterior of the former Cadillac Hotel and the Richford building have grown to become a safety hazard for passing motorists and pedestrians.
