Livingston County, NY – Traffic Stop Leads to Felony Drug Arrest After Crack Cocaine Found During I-390 Stop

Avon, NY – A Steuben County man was arrested on felony drug charges after a traffic stop on Interstate 390 in the Town of Avon, according to Livingston County Sheriff Thomas J. Dougherty.

The arrest occurred around 6:15 p.m. on October 8, 2025, when Sheriff’s Deputy Jason Page stopped a vehicle allegedly violating New York State traffic laws. During the stop, the deputy made contact with a passenger, identified as 44-year-old Cirilo Hernandez of Hornell, NY.

According to the Sheriff’s Office, the deputy suspected drug activity and initiated a search, which allegedly revealed crack cocaine. Hernandez was subsequently arrested and charged with felony criminal possession of a controlled substance in the fourth degree
