‘You can’t raise prices’: Salvatore’s founder says utility spikes forcing business cuts

ROCHESTER, N.Y. (WROC) — Local business owners say rising utility costs are forcing them to make difficult financial decisions, with some cutting back on basic expenses to stay afloat.
