An Upstate New York man has won a $5 million top prize playing the New York Lottery’s $5,000,000 Blitz scratch-off game.
Roger Adkins of Rochester chose to receive his winnings as 20 annuitized payments rather than a lump sum. After required withholdings, he will receive $162,756 each year.
