Municipalities considering manufactured homes as a tool to address affordable housing crisis

ROCHESTER, N.Y. — As communities grapple with the need for more affordable housing, many are considering manufactured homes.

The City of Rochester recently sold 9 vacant properties to Cook Properties, a local company that will build manufactured homes on each of them and then sell those homes to city residents.

Cook Properties owns more than 100 manufactured home communities across New York State.  CEO Jeff Cook says the quality and durability of manufactured homes has evolved significantly in recent decades, “everything is Energy Star, 2X6 wall construction, anything that you would want in a site-built home, we can do in a manufactured home,” Cook explains, “we can do it on a slab, we can do footers or we can do a basement, it’s just different costs… whatever the consumer wants.”…
