Rockford City Council approves University Hill, a new mixed-use development with 350 apartments

ROCKFORD — City Council members have cleared the way for a new mixed-use development that could bring up to 350 apartments to one of the last undeveloped plots along East State Street.

Aldermen voted 12-0 on Monday to approve a special-use permit for University Hill, which includes an apartment complex on the roughly 13-acre site with commercial development along State Street, just east of the Puri School of Business. Construction is expected to start in spring 2027 and last roughly 18 months.
