SPRINGFIELD, Ill (WTVO) —William Buck,who is serving a 60-year sentence for the 2001 murder of Rockford Police Detective Kevin Rice, was denied early release Friday, according to State Representative John Cabello.
Rice was off duty when he confronted two men near his sister’s neighborhood in August 2001, officials said. Buck, who was 19 at the time, fired multiple shots, killing the detective.
In September 2026, Winnebago County Sheriff Gary Caruana and Cabello, a former Rockford Police officer, urged the Illinois Prisoner Review Board to deny Buck’s request for medical release, citing chronic pain as part of his petition…
