Janesville’s First Congregational Church is producing a short film it plans to screen later this year that’s set in the city’s Old Fourth Ward. The film, titled “Dec. 22,” takes a hard look at long-held prejudices about the Fourth Ward. Ultimately, the church says, the goal is to let the neighborhood define itself by telling its own story.
