ROCKFORD, Ill. (WTVO) — A large presence of police and other first responders were called to a reported shooting Wednesday morning at the former Concord Commons apartment complex.
Police were called to the Rockford Ridge Apartments, in the 3500 block of Elm Street, around 11:30 a.m.
Neighbors said they tried to give aid to a shooting victim while awaiting the arrival of medical personnel.
