WHITEWATER, Wis. (WIFR) – A Loves Park man is identified as the suspect involved in the shooting of a UW-Whitewater student, Whitewater police confirmed Tuesday. Chad Richards, 23, is charged with first-degree intentional homicide, endangering safety by use of a dangerous weapon and disorderly conduct while armed. Just before midnight Aug. 30, Whitewater police say Kara Welsh, 21, of Plainfield, Ill., was shot and killed in an apartment in the 100 block of West Whitewater Street.
