ROCKFORD, Ill. (WIFR) – A Rockford non-profit asks its community to foster dogs as they search to find their forever homes. According to Noah’s Ark, animal rescues across the nation have struggled with staffing and the needs that come with an influx of dogs. For the two years, surrenders have spiked while adoptions are at an all-time low. Staff are overwhelmed as this is a dire time of need for the animals.
