Habitual domestic abuser accused of strangling Rockford woman

ROCKFORD, Ill. (WTVO) — Police arrested Keith Neubauer, 41, for allegedly punching a woman 20 times and strangling her.

On October 3, around 2:14 p.m., officers responded to the Swedish American Hospital for a patient who was receiving treatment for an alleged domestic battery incident. She told authorities two days before Neubauer arrived at her friend’s house to pick her up.

The suspect went on to accuse her of cheating once he entered the basement where she was waiting for him, according to court documents. The victim told officials Neubauer began striking her in the face and strangling her for two or three minutes.

The woman said he was yelling phrases at her such as “I know you cheated on me”, “are you sorry now” and “you got what you deserved,” according to court records.

The owner of the house said when he came down the stairs the suspect “froze” and he told Neubauer told leave. The suspect was shoved out of the house, reports said.

Neubauer has been convicted three times for domestic incidents: in 2003, 2005 and 2021.
