ROCKFORD, Ill. (WIFR) – Tenants at the Luther Center in downtown Rockford are frustrated after they say vandals targeted cars this weekend.
Early Saturday morning, residents of the center at 111 W. State St., woke up to broken glass and slashed car tires.
