ROCKFORD, Ill. (WIFR) – With work on phase two of the Whitman Street construction project set to wrap up soon, stateliners raise concerns on social media about what has been changed.
For two years, Rockford resident Elizabeth Hand has avoided the construction on Whitman Street while driving to her job. She says going around it adds around five minutes to her drive.
