The Winnebago County Highway Department (WCHD) announced that an Open House Public Hearing has been scheduled from 5:00 P.M. to 7:00 P.M. on November 5, 2025 at Roscoe Village Hall, 10631 Main St., Roscoe, Illinois 61073, for the purpose of discussing two separate projects (SN 101-3016):
- Rehabilitation of the Roscoe Road bridge over the Rock River (IL Special Bridge funding) – repairing the existing steel beams, replacing the expansion joints, bearings, bridge rail, bridge deck and guard rails.
- Improvements to Roscoe Road from Old River Road to the Rock River (HSIP/Safety funding) – pavement widening and paving shoulders, resurfacing, installation of shoulder and centerline rumble strips, high visibility pavement markings, extension of existing box culverts, new pipe culverts and improvements at the intersection with Gleasman Road to provide a westbound left turn lane.
Engineering drawings, maps and aerial photography, will be available for inspection and viewing during the entire time the WCHD representatives are present. This same material currently is available for review and inspection at the Highway Department office at 424 N. Springfield Avenue, Rockford, IL 61101.
Winnebago County Highway Department is in the process of preparing environmental reports for the bridge and roadway projects in accordance with the National Environmental Policy Act of 1969 and IDOT’s Public Involvement Process.
All persons interested in these projects are invited to attend the hearing to express their views and comment on the project(s). This meeting will also serve to involve and obtain the views of the public about potential project impacts to the adjacent properties.
