ROCKFORD, Ill. (WIFR) – Angie Walker says the City of Rockford’s homeless program must remake itself in 60 days.
“This is like no grant we’ve ever seen, and it’s not good,” warned Walker. The program coordinator keeps her phone nearby — ringing local nonprofits, state officials and federal administrators for answers.
