ROCKFORD, Ill. (WIFR) – The sidewalk on Tay Street ends in Earl Burkes’ front yard. Most of the path hides beneath nature encroaching onto the pavement.
“The grass has covered the sidewalks, so you can’t even walk,” contended Burkes. “You’re walking on grass and dirt.”
