Rockford mom sues city, says police beat her son unconscious during December stop

CHICAGO, Ill. (WTVO) — A Rockford mother has filed a federal civil rights lawsuit against the City of Rockford and two Rockford Police Department officers, alleging her 17-year-old son was beaten unconscious during a traffic stop in December.

The lawsuit, filed Tuesday in the U.S. District Court for the Northern District of Illinois, claims officers Kyle Parr and Ryan Terranova used excessive force against Jason Rivera after a traffic stop near Rockwell Street and Gilbert Avenue on Dec. 2, 2025.

Attorneys for the family say Rivera suffered multiple facial fractures, a concussion, and other injuries…
