ROCKFORD, Ill. (WTVO) — Rockford Police arrested a 13-year-old car thief Wednesday night after a pursuit with a stolen minivan.
According to the Rockford Police Department, officers spotted the minivan near 20th Street and 23rd Avenue around 6:50 p.m.
