ROCKFORD, IL — Plans for resurrecting the stalled Colman Yards redevelopment project won’t begin where the project left off more than a year ago.
Because of continued legal conflict with the development’s former general contractor, the project must instead begin with what was previously planned as Phase 1B. Although officials said Jeffers’ previous funding stack remains active including local and state financial incentives, it could take until late summer to finalize the historic tax credits, equity and loans needed for work to resume.
The vision for the overall $430 million development is of more than 970 townhomes and apartments, 110,000 square feet of commercial space and 150,000 square feet of public open space, trails and riverfront access in southwest Rockford…
