WINNEBAGO COUNTY, Ill. (WIFR) – Daniel Phelps keeps a laundry list of repairs needed at Rockton School District #140.
“HVAC, roofing, parking lots, plumbing, all the things that maybe don’t sound very flashy but need to be upgraded,” said the district’s superintendent. “A school district in a lot of ways is no different than your home.”
