JANESVILLE, Wis. (WIFR) – An investigation into an unattended child wearing only a diaper on Sunday afternoon leads to charges for multiple Rock County residents.
Justin Paul, 37, is charged with two counts of child neglect.
Catherine Waite, 40, is charged with one count of child neglect.
