ROCKFORD — A plan to bring more than 300 apartments to one of the last undeveloped plots along East State Street has passed its first step.
The city’s Zoning Board of Appeals voted 6-0 on Tuesday in favor of a special-use permit for University Hill, a mixed-use development centered on an apartment complex with retail and restaurant space out front. The matter now moves to the City Council’s Code and Regulation Committee, which will meet at 5:30 p.m. Tuesday, May 26 at City Hall.
