Local Wrongfully Convicted Residents Receive Compensation: California Victim Compensation Board Meeting Update

The California Victim Compensation Board convened an open meeting on December 20, 2023, in Sacramento. The Chair, Gabriel Ravel, and Member Evan Johnson were present, along with Member Diana Becton who attended via Zoom. Executive Officer Lynda Gledhill, Chief Counsel Kim Gauthier, and Board Liaison Andrea Burrell were also present.

The first agenda item was Brandon Washington’s Penal Code section 4900 claim. Gauthier summarized the claim. Washington, wrongfully convicted, filed an application with the Board on July 21, 2021, updated on November 9, 2023. His 2013 convictions for assault with a firearm were vacated in 2020. In September 2023, the court declared him factually innocent. The proposed decision recommended a compensation of $231,000, equating to $140 per day for his 1,650 days of wrongful imprisonment.

Daniel Repp, Washington’s representative, agreed with the decision. Chair Ravel asked if Washington or Deputy Attorney General Dina Petrushenko wanted to address the Board, but they did not. The Board unanimously voted to adopt the proposed decision, granting Washington the recommended compensation.
