Governor Gavin Newsom announced a groundbreaking initiative in Sacramento aimed at improving public safety and reducing recidivism for individuals exiting incarceration. The new program will utilize $16 million in federal funds to create long-term supportive housing and comprehensive services for formerly incarcerated individuals, administered collaboratively by the California Department of Housing and Community Development (HCD) and the California Department of Corrections and Rehabilitation (CDCR).
This funding opportunity invites proposals to tackle the dual issues of homelessness and recidivism, addressing the critical needs of individuals reentering society and the safety of the communities they return to. “Ensuring that those exiting our prison system have the resources and housing they need makes us all safer,” stated Governor Newsom.
Research shows that formerly incarcerated individuals are nearly ten times more likely to experience homelessness and often face barriers to public housing. The new HOME American Rescue Plan (HOME-ARP) Reentry Housing Pilot Project (RHPP) aims to mitigate these challenges, enhancing stability through access to safe housing and essential support services, which are crucial for successful reintegration.
