The new ordinance was proposed by councilmember Lisa Kaplan who suggests new city code violations and other penalties for participants, promoters, and spectators of sideshows. She also proposed that law enforcement be equipped with tools such as drones, license plate readers, and other technologies to enforce the ordinance.

“It’s time that we do more to ensure the safety of our communities and use all available tools to crack down on sideshows, their promoters and the spectators,” Kaplan said.
In August of 2023, Kaplan submitted her initial sideshow proposal that went before the Law & Legislation Committee where it was held up. Since then, Governor Newsom signed a series of new laws aimed at illegal sideshows in the state.
