(FOX40.COM) — As Juneteenth approaches, Sacramento County and its surrounding areas are preparing to celebrate the major holiday.
The significance of the holiday begins with the Emancipation Proclamation of 1863, which determined that all enslaved African Americans in the Confederate States were free, according to the National Museum of African American History and Culture. However, the order was not implemented in places still under Confederate control, such as Texas.
