SACRAMENTO, Calif. — Michael Pierce says that for nine years, he’s been living in the Del Paso Heights neighborhood of Sacramento and that it’s an economically challenged area.
“Very much so, yeah,” Pierce said. “A lot of rentals. Both sides of my house, on my neighbors, are rentals. There’s Section 8 [housing] and rentals.”
