“NorCal Rapist” sentenced to 897 years in prison becomes eligible for ‘elder parole’

SACRAMENTO, Calif. (Diya TV) — The Berkeley man known as the “NorCal Rapist” is now eligible for elder parole under newer California laws, a development that has reopened deep wounds for his victims and raised serious public safety concerns.

The man, Paul Waller, terrorized women across Northern California for 15 years. A judge once sentenced him to nearly 900 years in prison. Recent legal changes reduced that sentence and made him eligible for possible release in the future.

Waller was convicted in 2020 on 46 felony counts, including rape, burglary, and kidnapping. The crimes occurred across six Northern California counties between the late 1970s and early 1990s.
