Elk Grove police arrested 37-year-old William Raasch after finding hidden cameras in women’s restrooms at Elk Grove Regional Park, Jan Rau Park, Kloss Park, and Zimbelman Park. Investigators say he disguised himself as a woman to avoid detection and recorded at least a dozen people.
