ST. LOUIS, Mo. (First Alert 4) – Dozens of residents packed City Hall to comment on a proposal to spend $230 million from the Rams settlement, with debate centering on how much should go toward tornado recovery versus downtown development.
The bill would leave $25 million in reserves and allocate the rest across three areas:
- $110 million for rebuilding the city’s northside, including tornado recovery and neighborhood implementation plans;
- $65 million for citywide infrastructure improvements like water, streets and sidewalks
- $55 million for downtown revitalization.
The downtown portion would include funds for strategic capital projects like acquiring vacant properties, a riverfront fund, money for infrastructure projects like sidewalks and lighting, restaurant and retail activation and attracting large events.
