Every city, town, and village throughout Illinois has their own set of Halloween ordinances, but two towns have taken it to the extreme. I love Halloween, and I especially love handing out candy to all the kids in my neighborhood. I love seeing the costumes, the smiles, talking to neighbors, and I really like seeing my kids go on a mad dash to get as much candy as possible in a limited amount of time.
