Former head of SLDC to receive $141,000 severance, $75,000 consulting fee from taxpayers, documents show

ST. LOUIS, Mo. (First Alert 4) – First Alert 4 has learned new details about how much public money is being paid to a former official after their controversial exit from a St. Louis government organization.

Neal Richardson was the head of the St. Louis Development Corporation (SLDC) from 2021 until May 1, 2025. Mayor Cara Spencer, elected in April, promised a change in leadership at SLDC while campaigning for mayor after scrutiny of programs involving COVID-19 relief funds.

Richardson’s annual salary as head of SLDC was close to $283,000, but a document obtained by First Alert 4 Investigates shows Richardson and the city agreed to a $141,317 severance payment spread out over the next five months…
