ST. LOUIS, Mo. (First Alert 4) – The family of Samuel Hayes Jr. says newly reviewed surveillance video from the St. Louis City Justice Center (CJC) confirms their worst fears.
They say Hayes was strapped into a restraint chair, ignored by staff and left for dead.
