Private stipend ending for St. Louis police chief as state takeover raises pay, power questions

ST. LOUIS, Missouri — The future of St. Louis Police Chief Robert Tracy’s paycheck — and possibly his tenure — is in doubt as a private stipend that has boosted his salary by $100,000 a year is set to expire.

For the past three years, the nonprofit St. Louis Police Foundation has supplemented Tracy’s $175,000 base salary to make the city’s offer more competitive. But that funding runs out at the end of this year, just as the state assumes control of the police department.

State law does not allow public employees to receive private salary perks, leaving two options: taxpayers covering the gap, or Tracy considering the exit door…
